Earthquakes are a release of potential energy which occurs when tectonic plates shift.   Energy is released in the form of primary, secondary and surface waves.  A seismograph is used to measure the intensity of the waves, and hence the severity of the quake.  The Richter Scale is the most well known measurement of quake intensity, but the Mercalli Scale is also used.
